LIBOR (London Interbank Offered Rate) is the rate at which banks in London loan Euro-currencies and/or Eurodollars to each other. The LIBOR rate is typically used in international banking as the base rate or index rate, i.e. "LIBOR plus 1/8 of 1%", is referring to a negotiated interest rate.

The LIBOR rate published in the Wall Street Journal is the average blend of rate quotes from Bank of America, Barclays, Bank of Toko, Deutsche Bank the Swiss Bank.

Fannie Mae and Freddie Mac both use LIBOR to price the yield on the loans they purchase.

Fannie Mae determines their LIBOR rates from information that is available as of 11:00 AM, London Time, on the second to the last business day of each month. The Fannie Mae LIBOR rate determined is in effect through the next month. For example: The LIBOR rate announced at the end of June is effective until the second to the last business day in July.

The 6-month LIBOR is most common index used for pricing home mortgages.
